The current Library Budget is available for public review throughout the year at the Reference Desk and on our website. Once passed by the voters, the Library’s public tax support is drawn from the taxpayers of the Nyack School District each year. If the Board of Trustees determines that additional funds are required to support library operations, a request for additional tax revenue is presented in a district-wide referendum for approval each year, usually in February.
Those votes are preceded by an Information Session shortly before the vote, and a complete budget overview is also made available both for the Nyack Library Budget, as well as the Valley Cottage Library Budget. The Valley Cottage Library traditionally joins with us for a proposal to the Nyack School District voters. Our tax support is also supplemented by other sources of income such as fines, fees, investments, and charges, to complete the total operating Budget. Prior notice of all budget votes is always published in the legal notices of the Rockland Journal News, beginning 45 days in advance. In addition, information is available on the library website, social media platforms and also mailed in print to each household.
The Nyack Library is a free association library as defined by New York State Education Law. The library is a not-for-profit corporation governed by a publicly elected Board of Trustees. The library was granted a charter by the New York State Department of Education in 1890. The charter was amended in 2001.
The Nyack Library Board of Trustees consists of eleven Trustees, who must be residents of voting age, residing in the Chartered Service Area. The Trustees are elected by vote of the residents of the Library’s service area (Villages of Nyack, Upper Nyack, and Grand View on Hudson; the two unincorporated hamlets known as South Nyack and Upper Grandview in the town of Orangetown, as far as they are located in the Nyack Union Free School District; and part of the unincorporated hamlet known as Central Nyack in the town of Clarkstown, as far as it is located in the Nyack Union Free School District).
Board Candidacy Process
The next election for the Board of Trustees is Tuesday, February 10, 2026. To be a candidate for a Board of Trustees position for non-incumbents, a person must:
(1) meet the requirements set forth in the bylaws:
a. Be of voting age,
b. Live in the Chartered Service Area,
c. Be a Nyack Library cardholder in good standing for at least one year, and
d. Not be a current employee or an immediate family member of a current employee of Nyack Library;
(2) fill out the Trustee application; and
(3) obtain at least 25 signatures of voter-age residents of the Library’s Chartered Service Area on the petition.
A person who meets all three requirements will have their name placed on the ballot.
In addition, all candidates will have an opportunity to meet with the Nominating Committee prior to the election so the Nominating Committee can learn more about the candidate and so the candidate can learn more about the expectations and responsibilities of Board service. All candidates will also be encouraged to participate in a community forum for Board candidates, if one is held. That community forum will be open to the public, and the audio will be posted to the Nyack Library’s website.
For the election to be held on February 10, 2026, the application and the petition must be submitted to the Library by 5 pm on Friday, January 9, 2026. Applications may be submitted either online to the Board Clerk at: mparker@nyacklibrary.org, or in person at the Circulation Desk of the Library.
Newly elected Board members will be seated at the Annual Board of Trustees Meeting, which immediately precedes the February Board of Trustees meeting. For 2026, those meetings will take place on Tuesday, February 17, 2026, at 7 pm.
If a Trustee vacates their position during their current term of office, an individual who has filled out an application and been interviewed by the Nominating Committee may be selected and appointed by the Nyack Library Board of Trustees to fill the vacancy until the next election.
Role and Responsibilities of a Library Trustee
The Nyack Library is governed by a Board of Trustees of not more than eleven Trustees having the powers and duties as given to trustees of educational institutions by the State of New York Board of Regents. The Board of Regents, responsible for the chartering and oversight of education corporations in New York, describes the duties of trustees as those of “Care, Loyalty, and Obedience.” Acting under its collective authority, the Board of Trustees of the Library establishes policy for the operation of the Library, ensures the preparation, adoption, and stewardship of an annual budget, appoints the Library Director, supervises the Director in the operation of the Library, and monitors the audits and controls of the Library’s finances. The Board seeks an inclusive and diverse community of Trustees who have a broad range of skills and experiences, such as legal, human resources, development, marketing, management, technology, communications, and property management, among other relevant professional fields.
Trustees serve a three-year term of office unless they are appointed to fill a vacancy, in which case they serve only until the next election when they may run for a trustee position. Expectations for trustee service include: attendance at Board of Trustees monthly meetings (generally held on the third Monday of each month) at 7:00pm in the Community Meeting Room of the library; participation in two or more standing committees of the Board, which include Audit, Finance, Building and Property, Personnel, Policy Development, Long-Range Planning, Nominating, and Development and Public Relations; and completion of annual Sexual Harassment Prevention training as well as a minimum of two hours of Trustee continuing education.
Note that trustees who are absent for three or more regularly scheduled Board meetings or three or more meetings of assigned committee meetings within any twelve-month period will be referred to the Executive Committee to determine what action, if any, should be taken.
